The Philippine Senate Committee on Migrant Workers convened a public hearing on March 5, 2026, to deliberate on two proposed measures aimed at strengthening support systems for overseas Filipino workers (OFWs): the Bagong Balikbayan Act and Senate Bill No. 1480, which seeks to create a Migrant Workers Relations Commission. The hearing gathered representatives from key government agencies and maritime sector organizations to discuss policies that could further enhance reintegration programs and labor dispute mechanisms for migrant workers.

Among those present was PTC Senior Adviser of the Shipping Cluster Capt. Ronald Enrile, representing the maritime sector through the Joint Manning Group (JMG). His participation also reflects the continued engagement of the Philippine Transmarine Carriers (PTC) in discussions that advance the welfare and long-term support of Filipino migrant workers, particularly seafarers who form a significant segment of the country’s global workforce.

During discussions on the Bagong Balikbayan Act, stakeholders expressed broad support for the measure, which aims to establish a comprehensive, integrated, and sustainable reintegration program for OFWs. Speaking on behalf of the Joint Manning Group, Capt. Enrile formally manifested the group’s support for the proposed legislation, recognizing its potential to assist returning migrant workers whose employment has been disrupted or affected by global developments.

The hearing also tackled Senate Bill No. 1480, which proposes the creation of a Migrant Workers Relations Commission. National Labor Relations Commission (NLRC) Commissioner Nicdao presented the agency’s perspective, citing existing mechanisms that address labor disputes involving overseas workers, including seafarers. He noted that approximately 90% of the roughly 3,700 cases handled by the NLRC are reportedly resolved within nine months. In response, Committee Chairman Raffy Tulfo requested the submission of supporting statistics, pointing out that many OFWs seeking assistance through his office report lengthy waiting periods for case resolution.
