PTC hosts IMO Secretary-General during Manila visit

On 18 February 2026, the PTC Group welcomed His Excellency Arsenio Dominguez, Secretary-General of the International Maritime Organization – IMO, during his official visit to Manila.

As part of his engagements, the Secretary-General visited the IMO Regional Presence for Technical Cooperation in East Asia Office on the 7th Floor of First Maritime Place, underscoring the importance of regional collaboration in strengthening maritime governance. He also toured PHILCAMSAT, where PTC’s ongoing initiatives in maritime training and technical cooperation with the international maritime community were highlighted.

The visit culminated in a small gathering over dinner at the 3rd Floor, Legaspi Room, led by Ambassador Carlos C. Salinas, Founder and Chairman of the PTC Group, and Mrs. Isabelita T. Salinas. In his welcome remarks, Ambassador Salinas reflected on PTC’s beginnings in maritime and the Group’s longstanding support for the work of the IMO through the years.

The evening brought together senior representatives from government and the maritime sector, including Philippine Ambassador to the United Kingdom H.E. Teodoro Locsin Jr., Atty. Jean Ver Pia of the IMO, former Director General of the Danish Maritime Authority Mr. Andreas Nordseth, former Secretary of Environment and Natural Resources Toni Yulo-Loyzaga, Deputy Administrator for Planning Nenita S. Atienza, and Executive Director Samuel L. Batalla of the Maritime Industry Authority (MARINA), among other distinguished guests.

During the evening, the Secretary-General shared a brief message outlining the IMO’s priorities for the future of shipping and seafarers, as well as plans to further strengthen coordination for projects across Asia and the Pacific. In his closing remarks, PTC CEO, Mr. Gerardo A. Borromeo warmly thanked the Secretary-General for taking time to engage with PTC, acknowledged the IMO’s vital role in shaping global maritime standards, and reaffirmed the Group’s respect and support for the Organization’s continued leadership.

It was a meaningful evening of dialogue and fellowship, and an honor for PTC to host Secretary-General Dominguez during his visit.
